Why is the MP4 so much smaller?
A GIF stores each frame almost whole with 256 colors; H.264 stores only the differences between frames with modern compression.
Is quality lost?
At CRF 23 the visual difference is minimal; the video often looks smoother than the 256-color GIF.
Does the MP4 loop?
Looping is up to the player (on the web, the loop attribute). The file contains the full animation.
